Sounds like an old fashioned turf war between competing Intel agencies. A lot of smoke being blown by CSIS but when the RCMP look into it not much fire. How much is being driven by the “five eyes” intel coalition which is mounting an anti-China campaign. Is CSIS have its string pulled? If so does this amount to foreign interference?
BTW it’s been 20 years ago this month since the invasion of Iraq supposedly to destroy the weapons of mass destruction which Saddam Hussein was preparing to unleash in an innocent world. In the weeks and months leading up to it the media was filled with alarming intel reports of Iraqi WMDS 24/7. To make a long story short it was all BS. So yes you should take anything from CSIS or any intel agency with two grains of salt.

Now, at ‘eye level’ - all the ‘disparate’ Clues, Events, People, Personal Issues, ‘surmised Reasons’, Weapons etc etc can be arrayed in Chronological Order.. to ‘Connect The Dots’ or recognize Patterns or stimulate such recognitions and/or small links in a chain of events.. leading to a Crime or ClusterFuck
