I agree with you that we need to return to sincere debate and elminate Omnibus bills. In watching Question Period, I am truly disappointed in the gong show we get as taxpayers. Currrently it all looks like a waste of money. A return by the Liberals to engage in Parliament by dropping political motivations and instead focus on governance, may force the CPC to reduce the grand standing for those inane Facebook clips.
What you are proposing is that the government not use Omnibus bills. The Face Painter campaigned in 2015 on NOT using Omnibus bills but he then found that the same advantages that his predecessors found with that sort of legislation so he decided he would then do so. And there are advantages from the perspective of governments.
I also dislike Omnibus bills but you are naive if you think governments will give them up. Even a government run by the Face Painter.

MUST - so if Minister A or Minister X don't attend because they think that the committee is a waste of time what are you going to do? Put them in jail?
I expect that many Ministers might find the idea of a "formal committee" to which they are compelled to attend would be, shall we say, underwhelming. And I expect that many Premiers would instruct the Ministers to stay home and play local politics not LPC politics.
Love it, think the parliamentary accountability would be great and this process would work for them once. First they aren’t capable of multiple thoughts. Second, they have no one other than the prime minister to sell shit and no one likes him even as he continues to throw our money back at us. Third and most importantly, the dollar is quickly heading to 65 US, s&p is likely going to downgrade us, already $42 b is going for debt service, the cupboard is bare.
